How to use the results of the cadastral valuation in appraisal practice

The author considers the method of estimating the growth rate of the real estate market (income approach) and the method of adjustments for pricing factors (comparative approach), based on the joint normal law of distribution of the logarithms of market and cadastral prices. A methodology for making a decision by the appraiser on the advisability of revising the cadastral value as market value is proposed. The presented methods involve the use of big data and subsequent automation of calculations, which will allow you to create calculation tables for a wide range of users. The above examples are based on a comparison of the results of the cadastral valuation of residential real estate in St. Petersburg in 2015 and 2018.
