The institute of candidates on post on judicial department has been created as a result of carrying out of judicial reform of XIX century and directed on the preparation of professional judicial personnel. Young should receive practical skills of work injudicial department to move ahead on service. However, its regulation and practical realization had essential lacks, which disturb properly carrying out of the problems put by the legislator.
