The category of local community in the structure of self-management: a historical and conceptual analysis

Self-management is the basis for the synergetic understanding of social processes and phenomena in the context of the ongoing reform of local government. An attempt is made to assess the aspects of self-management through the prism of the category of local community both in the historical and contemporary contexts. The research examined the nature of the self-management processes that became a focus of the state at the stage of the decentralization of power, the annexation of remote provinces, the foreign policy threat at the turn of the 19th-20th centuries. Considering the historical background to the self-management of the local community based on the synergetic paradigm, the author predicts the intensifying conflict within public authority if the spontaneous self-management of the municipal communities is neglected. Imposing ways to manage matters of local concern on the community does not lead to a synergistic effect but rather growing tensions between the state and the local community.
