Government contract in the Russian industry of the first half of the XIX century (for example, the cloth industry)

Article is devoted to consideration of questions of creation and evolution of system of the state order in Russia, legislative regulation in this sphere, and also the relations between the state and suppliers. Various points of view about origin of the state contract are considered. The special attention in article is paid to the cloth industry which was during the considered period object of close attention from the state. The author seeks to track process of change of the relations between treasury and suppliers of cloth in the first half of the XIX century, to establish the reasons of these changes and their consequence. The leading role of the state concerning the developing relations, and its gradual easing to the middle of the XIX century is shown. In article the actions of the government connected with a solution of the problem of shortage of cloth are traced, the positive and negative moments for suppliers in work with treasury are found out. Also reforming of the institutions which are engaged in cloth purchases is considered. On the basis of the analysis of activity of the government in relation to suppliers conclusions were drawn on extent of change of influence of the state on such powerful tool of the solution of national objectives, as state in a row in cloth branch.
