Cyberterrorism as a modern social threat to public security: legal counteraction measures

The relevance of the research is beyond doubt, since the active intervention of information technology and the creation of a single virtual information space certainly leads to the emergence of new threats to national and international security, such as the use of mass media for extremist and terrorist purposes. The use of information technology in illegal activities poses an increased public danger. The aim of this study is to consider topical issues, the features of cyberterrorism in modern society, which today has fully established itself in the global information space, as well as legal aspects in the field of information and communication technologies, since the entire world community is interested in solving this problem. The research used methods of classification, systematization, generalization, description, and explanation of facts, phenomena, and processes. The combination of these methods helped the author to comprehensively approach the study of such a phenomenon as cyberterrorism, identify its specifics among other socially dangerous phenomena, and identify priority areas for countering it. The scientific novelty of the study is to substantiate the conceptual significance of computer crime and computer terrorism as an element of national cybersecurity, and also to propose new public management solutions to increase the effectiveness of Russia’s state policy in countering cyberterrorism. The results of the research allow the author to formulate an original understanding of the legal content of cybercrime, which covers not only offenses committed using computer technology, but also other information and communication equipment and tools, including computer software.
