The article examines the international activities of the Kiev District Water Rescue Society against unrestricted submarine warfare. During World War I German submarines, as part of a naval blockade of Great Britain, introduced the practice of sinking passenger and cargo ships of no combat value. The All-Russian Water Rescue Society strongly protested against such atrocious ways of waging war at sea. The Kiev District Water Rescue Society, a branch of the well-known All-Russian public organization, was the most active in this matter. The article focuses on the resolution proposed by the Kiev District Water Rescue Society.
