China’s Approach to Digital Social Governance from the Perspective of Modernizing National Governance Capacity

This paper examines how digital technologies can change the traditional public administration system and promote the formation of a new management model. The study systematically analyzes the theoretical foundations, practical mechanism, and key issues of digital governance, which has important reference value for academic research and policy development. If we take Chinese practice as an example, digital governance has evolved from local pilot projects to a national strategy. Through strategies such as planning for the development of big data and the creation of a digital government, an institutional framework has been established for the sound management of government affairs and information security. It was gradually being built. The study showed that current research in the field of digital governance is mainly focused on three main areas. The results of the study reveal persistent problems such as data quality, lack of a legislative framework, and control over algorithmic decisionmaking. With this result, the article proposes an integrated conceptual model, recommends the creation of a multilevel implementation system covering technical infrastructure, data processing and application solutions, and emphasizes stepbystep progress.
