Classification of hierarchical legal conflicts

The article provides the classification of legal conflicts. The classification of hierarchical legal conflicts is also subjected to a comprehensive review: between laws and regulations; between the Constitution of the Russian Federation and other legal acts, including laws; between Federal regulations and acts of the subjects of the Federation, including those between constitutions; between the RF Constitution and Federal contract, as well as bilateral agreements between the Federal Center and separate territories and the differences between the contracts of the actors; between national law and international law. This is connected with the fact that the diversity and uncertainty of legal conflicts necessitates their classification, which allows to fully reveal the diversity of contradictions in the law. It should also be noted that there is often a problem of the contradictions of the European Court of Human Rights and the Constitutional Court of the Russian Federation. Based on the analysis of the Russian Constitution, the Civil Code of the Russian Federation, Federal laws and court decisions, the author concludes that a hierarchical conflict represents a conflict which is expressed in the form of conflict or disagreement aroused as a result of the simultaneous control of the same public relations by different legal authorities.
