Classification of jurisdiction in civil and administrative proceedings

The article examines the institution of jurisdiction in the context of changes to the procedural codes that entered into force on October 01, 2019. The author emphasizes that jurisdiction and competence are not identical concepts, it is more correct to understand jurisdiction as a property inherent in a claim. The article proposes two options for an updated classification of jurisdiction. According to the first approach, three types of jurisdiction of the court of first instance are distinguished: vector (subject), subject (generic), territorial. On the basis of the second approach, a differentiation of subject (generic) jurisdiction is proposed for general, arbitration and exceptional.
