The article is devoted to the study of words «zemlya» and «zemlitsa», which was actively used in socio-political discourse Moscow Russia 17 th century to denote political associations Siberian peoples. It is concluded that concepts «zemlya» and «zemlitsa» were polysemantic. They were most often used in relation to the Siberian peoples in the sense of «territory», «political associations» and «population». The difference of these words was that if the word «zemlya» in the political sense was primarily used to refer to powerful political associations, the word «zemlitsa» reflected the quality and emotional shades of smallness. It was found that in relation to a significant number of indigenous peoples of Western Siberia the concept of «zemlya» in its political value was used mainly from the late 16 th century to the beginning of the 17 th century. In the Southern and Eastern Siberia, the word «zemlya» in relation to the local population started to use from the beginning of the 17 th century, and actively used for an extended whole of this century. The word «zemlitsa» to describe the Siberian peoples, as it was found, for the first time it was introduced much later - only in the beginning of the 17 th century, when the Russian advance in the South-East of Western Siberia. It is established that the word «zemlitsa» to refer to most of the natives of Western Siberia (Siberian Tatars, Mansi, Khanty, Selkup) was not used. This circumstance is due to the fact that these peoples in the 16 th century or part of the Siberian khanate, or was it based. The concept of «zemlitsa» in its «political» value was used mainly to denote independent political associations Siberian natives, and therefore to classify most of the West Siberian ethnic groups with respect to their political and legal status it is not suited. In the Southern and Eastern Siberia, where in the 17 th century there was a considerable number of political associations of local peoples, who were not subject to Russian or were poorly politically they adapted the word «zemlitsa» was used very actively throughout this century.
