The paper discusses the theoretical aspect of organizing detection and investigation of a criminal community (criminal organization) creation with respect to the typical investigative situations. It presents the classification of investigative situations specific to this category of criminal cases. The paper lists overt and covert sources which initial information allows one to conclude about the creation of a criminal community (criminal organization). While organizing the investigation of crimes, the focus is on a program-target method. The latter refers to the system of specific rules and activities that serve to optimize the activities of law enforcement agencies and provide new information about the case, timely and correct decision of tasks of preliminary investigation. In addition, this paper discusses the possibility of applying the program-target method to detect and investigate the criminal act under consideration. Moreover, the article offers model programs and procedures as applied to typical investigative situations.
