Clustering as the current trend of economic development regulation

The author reveals the systemic relationship between the processes of: import substitution, to ensure national security and clustering of Russian economic space. For example, the pharmaceutical industry, the author showed the benefits of clustering. From this, he concluded on the need to expand the use of the Russian state structures cluster policy tools.
