Regions clusterization by achieving a sustainable development while strengthening the technological sovereignty of the country

Introduction: there are two main dominants in economic development in most countries at the international level – the desire to achieve high levels of sustainable development, at the national level – the need to ensure technological independence. Objectives: to conduct a comparative analysis of achieving sustainable development goals (SDG) of the Russian Federation at the international level, as well as to determine the degree of interest in regions to achieving certain indicators of sustainable development – economic, social, environmental and institutional. Methods: data from the report on sustainable development of 166 UN member states was used, as well as data from the Russian regions ranking in terms of achieving the UN sustainable development goals for 2022. The methodological tools cover such information processing methods as literature review, comparison method, as well as cluster analysis based on the k-means method for 85 Russian regions. Results: the analytical study shows that Russia’s position in international rankings for sustainable development has a dual meaning: in the overall ranking it ranks second in the second quartile among 166 countries, and in comparison, with the BRICS countries it is a leader. Based on the results of cluster analysis, Russian regions classification has been built depending on the achieved values of four types of SDG indicators. Conclusions: 54 % of all Russian regions are focused on achieving high economic SDG indicators, while 46 and 39 % respectively are lagging in achieving social and institutional indicators of the SDGs.
