Cluster system of the higher education: innovative approach politics and economics of Eurasia

Purpose: Research of a question of need of formation for Russia of cluster system of the higher education. Methodology: Comparative and legal and formally legal methods were used. Results: In article the conclusion that the modern Russian market of educational services cannot generate new kinds of activity is drawn and to be innovative as it is attached to old organizational structures and the state institutes. One of ways of reforming of educational system is creation of the difficult integrated educational systems (educational clusters) by integration of branch state universities by reorganization (in the form of accession). In work the concept «educational cluster» is analysed and the place of a higher educational institution in it is defined. The conclusion that a cluster as the mechanism of innovative management allows to provide with development of system of the general education efficiency of activity of each educational institution entering it is drawn. In article the main problems of formation of educational clusters are allocated and ways of their decision are designated. Novelty/originality/value: Article possesses the high scientific value as is one of the first attempts to consider questions of formation of cluster system of the higher education in Russia.
