The paper deals with theoretical-methodological problems of defining the essence, role and place of the quality of educational services in the modern system of vocational training. On the basis of objective economic laws and regulations the political-economic analysis of the system interrelations of the quality of educational services and productivity of social activities in the educational sphere is carried out. Common features of subjects of the branch educational clusters are singled out, which help to create a special form of innovation - a consolidated innovational educational product. A new cluster model is proposed, which enables us to predict the characteristics of innovation products in complex systems.
