Clusters as one of developments of small businesses

The example of Italian industrial regions allows considering an alternative way of industrialisation — a gentle and non-traumatic one, which does not demand either any preliminary large-scale and radical reforms, or a severe destruction of institutional structures. In these 10 years, many territorial bodies in Russia have been declared industrial districts, but only a few of them work successfully.
