On the basis of long-term observation of state of health by the people affected by radiation as a result of radioactive waste release into the river Techa the principles of risk group formation among exposed population are substantiated. In this case the character of critical groups may significantly distinguish depending on isotope composition of fallouts and pathways of radionu-clide transfer into human organism. Under conditions of any accidental exposure of population the pregnant women and children are to be considered as a risk group. Groups of increased risk as to the development of oncologic diseases are the persons of elderly and senile age as well as the categories of people with high spontaneous level of cancer disease.
