Cognitive modeling of team management processes in the technosocial space of management centers in crisis situations of Emergency Control Ministry (EMERCOM) of Russia

The article discusses issues related to the cognitive modeling of social processes of team performance management in the techno-social space of crisis management centers (CMC) of the Emergency Control Ministry (EMERCOM) of Russia from the standpoint of the stakeholder and competence-based approaches (SH-approach and C-approach). This problem is considered from the perspective of the active use of cognitive modeling methods in the management of CMC teams. A scheme of knowledge parameters is proposed, which is used in the management of CMC teams in emergencies. The scheme of managing the development of teams in the techno-social space of the CMC is considered on the example of social emergencies, which makes it possible to effectively organize the work of CMC teams as emergency project management teams, taking into account the anthological incompleteness of the processes under consideration. The results of practical research on modeling the processes of assessing the influence of individual stakeholders, including negatively affecting the development of an emergency situation (the leadership of the CMC, the operational headquarters for emergency response, the expert groups involved, the population affected by the emergency, etc.) on the effectiveness and productivity of the regional CMC teams, taking into account special measures to increase the productive work time of the teams (reduce the level of burnout of the teams).
