Collective control of owners of premises in apartment buildings of the common rooms and equipment home

The problems of the collective control of the owners of premises in apartment buildings of the activities of the organizations of housing and communal complex, access to the common property of the owners of the house (attics, basements and other objects forming part of the property). The author analyzes the relevant provisions of the legislation and its implementation, identify obstacles that due to the imperfection of regulations occur at the same time to homeowners and they create associations. In support of this decision are the courts. The author considers it appropriate to supplement the legislation rules on criminal liability for obstructing access to the owners of the common property of an apartment building.
