Problem of conflict of laws (Conflicts Explanation as a Mode of Negotiation of Criminal Norms Collisions) is examined; advantages and disadvantages of conflicts explanation are analyzed. The author adheres to the position of transformation necessity into conflicts norms which are accepted by theorists and experts of legal status which are the result of conflict explanation.
