Colonization and land management policy of the autocracy in the steppe region in the period of Stolypin agrarian reform

The article discusses the activities of the government resettlement and land management units and local authorities in the organization of events on-NIJ will create favorable conditions to ensure the efficient conduct of colonization and land management policies in the steppe region. On the basis of extensive factual material, the author shows that these activities were aimed at ensuring the legitimate rights and interests not only by settlers peasants arriving in Steppe Region in the implementation of the Stolypin agrarian and resettlement policy, but also local residents - Kazakhs occupying nomadic and sedentary pastoralists or agricultural labor. Particular attention is paid, to policies of central and local authorities in the field of education-cision intersection areas on the lands of nomadic aliens (Kazakh) and the issuance of the last monetary compensation and loans. The author notes that the seizure of land from the local nomadic population under the resettlement unit and hamlet areas will inevitably lead to the oppression of the last land, violated the traditional way of life, often prejudice the maintenance of livestock farming. This question has been the subject of specific races, looking at how the liberal community and the government, the Ministry of Internal Affairs and the Main Department of Land Management and Agriculture. The study of this issue by representatives of these departments has been found that dissatisfaction with the Kazakhs seizure of land, as a rule, is not so much their real needs as unsystematic and indiscriminate nature of their land, explains the specifics and peculiarities of doing nomadic economy, due to the presence of the archaic communal legal system and its inconsistency emerging capitalist relations in the steppe region.
