In the second part of research consideration of colonization and land management politics of autocracy is continue the Steppe edge in the period of carrying out Stolypin agrarian reform. The author shows that along with measures on the withdrawal of earth from the use of Kazakhs and eviction of them in other districts suitable for the conduct of cattle pascual breeding economy, government of P. Stolypin and the jurisdiction to the organs of administration on places pursued a policy of their attaching to tilling the soil and translation on the settled way of life. Common influence of this colonization and land management politics on development of the Kazakh economy affected dual character. From one side, this influence was negative, as a withdrawal from the use of Kazakhs of large areas under settling and other state necessities violated natural development of their economies and artificially created landed oppression, inducing Kazakhs to adapt to more perfect forms of economy. On the other hand, influence of colonization affected on the Kazakh economy positively. Losing millions of tithes, Kazakhs were rewarded by that remaining for them earth got a market value. The area of the own Kazakh ploughings broadened considerably. Settling on diminishing in an area, but considerably growing at price earth, Kazakhs got used, under influence of migrants, to extract from earth greater, than before, profits, to collect all more breads and herbares. It conduced to the increase in the occupied districts ofthe Kazakh cattle. Thus the sizes of the cattle breeding of multicattle groups grew short because of reduction of area and providing the cattle of poor economies increased. Stratification of Kazakhs on rich folks and poor men accepted more than certain form. But now this was stratification already within the framework of bearing in the bowels of the earth of feudalism bourgeois-capitalist relations.
