Committee of experts on the application of conventions and recommendations of ILO and its practice for evaluating progress achieved in the implementation of the convention

In 1926, one of the ILO's supervisory bodies, the Committee of Experts on the Application of Conventions and Recommendations, was established. In 2023, this body celebrates its 97th anniversary. In this regard, we believe that this provides a special opportunity to pay tribute to the work it has done as part of the International Labour Organization's monitoring system. This article aims to shed light on the role of this body in amending the labour laws of many Member States. To this end, we propose to examine the so-called practice of "cases of progress", noted by the Committee for the period 2023 as indicating an improvement in the application of international labour standards. Recalling the origins of the Committee, the author analyzes the criteria used to determine the impact of the reports of the Committee of Experts on the national legislation and practice of the Member States.
