Communication as a strategic asset of sustainable development planning of rural territorial systems taking into account economic interests

The changes in Russia's strategic planning in recent years, as well as the significant transformation of foreign policy conditions and macroeconomic factors, stimulate increased attention to the sustainable development of rural areas. The successful use of communications, through the involvement of rural communities in the planning of the development of territorial systems, greatly increases the effectiveness of these processes. Where the state management policy guarantees the participation and interaction of various actors in rural development, conditions are created for the coherence of economic interests, as a result of which the chances for the successful implementation of plans in sustainable development increase significantly. The conducted research touches upon one of the aspects of this problem, focusing on justifying the need to introduce a communication approach to the rural areas management system, as this will allow transforming the methodology of regional planning in Russia and achieving real breakthrough results in the development of socio-environmental and economic components of rural territorial systems. It is proved that communication combines a wide range of methods and forms of participation of subjects of rural areas, taking into account their interests, and provides access to the necessary information and knowledge exchange. Keeping a logical sequence, the communication planning process includes four stages: communication planning, development of a communication strategy and plan, implementation of the communication plan, evaluation of the results of the implementation of the communication strategy in accordance with the plan. The article presents the guidelines for organizing the communication process at the initial stages of developing a strategic plan for rural development; the main strategic functions of communication were determined within the framework of initiatives for the sustainable development of rural territorial systems; reviewed the stages of the Logical Framework Approach and proposed steps to include communications in the project document. The results of the study are of interest to state and local authorities that carry out strategic management of the sustainable development of rural areas, as well as to the rural community due to the expansion of rights, interaction and consistency of economic interests.
