Communication between the government and citizens in social networks: the case of Perm region

The study is devoted to the analysis of the activities of the authorities of the Perm region, aimed at organizing communication with the population of the region in social networks. The author gives a general description of the processes of communication between the executive authorities and the population of the Perm Territory in social networks, describes the dynamics of this process in recent years, and also explores the evolution of the federal legal framework that regulates the activities of social networks and the activity of government representatives in them. Further, based on the data of an expert survey conducted by the author, the main goals of the executive authorities of the Perm Territory in the course of communication with the inhabitants of the region are considered, and the mechanisms by which power structures and individual representatives of the regional authorities (governor, etc.) communicate with the population in social networks. The obtained expert assessments of the effectiveness of these communication strategies are analyzed by the author for compliance with the goals of the authorities and citizens, as well as the necessary changes in the work of regional authorities aimed at maintaining communication with residents. The empirical data obtained in the course of the study are supported by a review of the literature on communication between the population and the authorities, summarizing the material of studies carried out both in the Russian Federation and in other countries.
