Comparative Study of the 2009 and 2025 Sustainable Development Concepts for Indigenous Peoples of the North, Siberia, and the Russian Far East

This article analyzes the 2009 and 2025 Sustainable Development Concepts for Indigenous Peoples of the North, Siberia, and the Russian Far East. Evolutionary changes in the institutional and regulatory structure of these documents are identified, as well as the integration of national policy with regional economic development and the constitutional rights of indigenous peoples. Measures are proposed to update the conceptual framework, introduce a regulatory glossary, and formalize monitoring using digital technologies, thereby increasing the effectiveness of state national policy implementation and adhering to the principle of evidence-based management.
