The main aims and mechanisms of the Soviet migration policy in Kuban and Stavropol territory which was the territory of economic and strategic importance have been shown in the article on the basis of the unique archival material on compensation migrations in the 1930s. It was necessary to populate the deserted after famine, collectivization and kulak exile territories by the loyal to the Soviet power contingent that was mostly represented by the Red Army demobilized units.
