Competencies and approaches to their use in personnel assessment

Introduction. The current state of assessing the personnel and the effectiveness of their activities is characterized by the variety of systems, models and approaches proposed in the scientific literature. The aim is to substantiate and develop a competency-based approach to working with personnel. The study was based on the analysis of the works of Russian and foreign scientists. Materials, Results and Discussion. The main components of professional competency are considered and a brief overview of them is carried out. The importance of the competency-based approach in the professional training of employees is shown, and the need to develop new technological solutions in the formation of professional competencies in personnel development is determined. According to the practice the basis for managing an individual’s human resources potential is its assessment based on competencies that reflect the professional success of employees. Personnel assessment is a system by which performance results, the level of professional competence of employees and their potential for achieving the strategic goals of the organization are measured. It is proposed to develop a content-functional model for the formation of professional competencies through the use of interactive technologies. Conclusions. Qualitative characteristics of an organization’s potential, such as work experience, professional qualifications, education, creativity, morality, and employee health, should be considered effective tools for its development.
