Competence-based approach in training of future social employee in the university education system in the region

The article presents the main provisionsof research of scientific problem, that consists in the exposure of features of professional training of a social worker in the higher education system for modernization and development of its subject entity through the formation of his professional competence, due to the specifics of a multi-ethnic region. The subject of the research - the conceptual framework and scientific and methodological support of professional training of a social worker at a regional University. As methodological basis of research the following scientific approaches come forward: systematic, activity, cultural, defining the role of a regional approach in designing the process of professional training of a social worker. As methodological reference-points the humanistic, personality-oriented, competence-based, acmeological, axiological approaches comeforward. For the decision of the given tasks and verification of original assumptions theoretical methods are used: analysis of foreign and home scientific sources on the research problem, study and generalization of pedagogical experience, modeling. Area of application: structural components of the model t of a social worker can provide guidance in the development of qualification characteristics of specialists of social sphere used in the recruitment, certification and other systems of human resource management; organizational and pedagogical conditions (target, diagnostic, substantive, procedural, managerial) for the formation of professionally competent personality specialist as a subject of social creativity in the system of the regional University are demonstrated. The study resumes: the developed author's model of a social worker performing professional activities in a multi-ethnic region that represents the set of components of professional competence (special, social, personal), each of which reflects the regional specificity of its realization in professional activity; substantiation for the structure and content of the notion “social competence”, defined as the readiness of the individual for professional activity corresponding the ethno-cultural environment, ability in positive influence on the harmonization of relations in society; defined criteria of formation of professional competence of a social worker (special, social, personal) that define the levels of their realization (performing, proactive, transformative). Recommendations: further development of regional orientation of vocational training of future specialists in social sphere; strengthening the practical component in educational programs of bachelors, the introduction of innovative forms of organization of practice of students on the basis of close interaction with institutions; improvement of scientific research work of students by strengthening the socio-project activities, including commissioned institutions; designing of individual educational plans in accordance with the choice of the student, his abilities and opportunities.
