Introduction: a comprehensive traffic management scheme (KSODD) is currently considered as the leading method of creating favorable conditions for the spatial movement of individuals and material objects along land routes and minimizing the possible risks arising from this. Materials and Methods: the research materials were the current regulatory legal acts governing the development of the KSODD, as well as scientific research by representatives of the domestic administrative and legal science, devoted to the analysis of the practical implementation of the KSODD. When preparing the study, the methods of system-structural and functional analysis were used. Results of the Study: allowed to analyze, the characteristics of the Intelligent Transport System (ITS), as a key prerequisite for ensuring road safety. In the course of the study, the main methods of organizing traffic were identified, and the requirements of regulatory documents governing the development of KSODD were analyzed. The defining principles, key foundations of the KSODD functioning, as well as the requirements necessary to ensure its further prospective development are revealed. Findings and Conclusions: the author substantiates the conclusion that the organization of road traffic should be considered as an important state task, the solution of which is one of the factors in ensuring state security and the implementation of the established constitutional and legal regime of civil rights and freedoms. At the same time, it is advisable to consider KSODD as the leading method for solving this problem. In this regard, its consistent improvement should be considered as an important direction of the authorities authorized to organize and regulate traffic.
