The article informs us about two fundamental levels of phenomenon related to innovative activities: the level of the organization (organizational culture, the characteristics of the team, the psychological climate that promotes or prevents innovation implementation) and the level of the individual (personal background of the generation and promotion of new ideas and creative approaches to problems solving). The authors propose to consider these two levels in interaction with each other. The conceptual issues of innovative potential at the individual level and the factors affecting the innovative potential at the organizational level are considered in the article. The article describes the two psychological questionnaires of innovative potential: the questionnaire of innovative potential of the professional and the questionnaire of innovative potential of the organization. The stages of empirical studies carried out using these questionnaires are presented. At the first stage a study of innovative potential of a professional was conducted and the correlations are described. The second stage aims to study the innovative potential at the organizational level, the correlations between innovative potential and organizational factors were analyzed. The third stage is devoted to the comprehensive study of innovative potential. The interrelations and the special features of the innovative potential at different levels are described.
