Integrated development of the territory in the system of public management of socio-economic processes

The article analyze synchronization of measures for the development of territories implemented by various industry organizations: road maintenance, water supply, sanitation, electricity, heat, gas, etc. The components of the system of goal setting and synchronization (harmonization) of documents in the management of territorial development at all hierarchical levels are considered: 1) requirements of urban planning, budget legislation, legislation on state strategic planning; 2) federal, regional and municipal levels. The article highlights the main problems in the implementation of master plans, integrated development programs, schemes and other planning documents. Measures are proposed for the effective management of integrated territorial development and synchronization of territorial planning documents, schemes, investment and production programs.
