The concepts for the formation of the local self-government system and the principles of its organization

The article summarizes and systematizes the concepts for the formation of the local self-government system that exist in the world practice. The general democratic and special administrative principles of organizing the local self-government system are highlighted on the basis of suggested conceptual foundations. As a result, the distinctive characteristics of the local self-government system in Kazakhstan were defined.
