В статье рассматривается концепция «безопасности личности» и внешнеполитическая доктрина министра иностранных дел Канады Ллойда Эксуорси. Подчеркивается тенденция в исследованиях международной безопасности, заключающаяся в смещении от исследований угроз национальной безопасности к анализу невоенных угроз. Названы основные предпосылки и причины возникновения рассматриваемой концепции, проанализированы ее составляющие на примере внешней политики Канады в период с 1996 по 2000 г. Определены роль и место концепции «безопасности личности» в системе общей безопасности государства.
