The concept of formation, monitoring and evaluation of the effectiveness of the state programs implementation

The research is devoted to government programs as a tool for implementing socio-economic development strategies. The concept of formation, monitoring and evaluation of their effectiveness has been developed, which includes five blocks: strategic, subject, central, object and results block. The central unit has been upgraded along the following lines: methods, tools, processes and functions. An over-program management level has been introduced to synchronize the deadlines and budgets of interdependent programs. The implementation of the proposed measures helps to eliminate the shortcomings of the mechanism, increase the efficiency of budget management and sustainable development of the regions.
