Concept of ecologically balanced development of resort and recreational areas of the Republic of Crimea

The article studies the approach to the development of the concept of management of a balanced development of resort and recreation territories which in contrast to the existing theories is based on the use of the Deming principle which implies a step by step coordination and a correction of intermediate results of the development of the program of a balanced development and of the ecological assessment with the account of goals and measures for the reproduction and assessment of their priorities and includes the scheme of the stages of the development, creation of a modified matrix of the selection of the measures of the impact on the environment of the region and also the development of the corresponding mechanisms of the implementation. One of the tools in the process of the development of the concept of the ecologically balanced development of the Crimean Republic are structural and target models of the reproduction of the Crimean republic.
