The conception of uncertain states of the subject is the result of considering law enforcement in the light of the social synergetic and acmeology theory. Uncertainty is stated as a system’s attribute of a subject’s active performance. The researcher attempts to articulate and explain the grounds of logics of law enforcement development and difficulties connected with it.
