The article discusses the main components of the concept of the “new man”. Based on the materials of Leningrad, it is proposed to analyze the reasons that did not allow it to be fully implemented. One of them was the antisocial behavior of some Soviet citizens in the 1950s and 1960s. In analyzing the prerequisites for this social phenomenon, its causes and mechanism are indicated, by means of which the Soviet authorities sought to get rid of this element of Soviet everyday life. Cultural institutions were one of the tools that made it possible to implement the concept of the “new man” and at the same time partially solve the problem of violations of social and legal norms and rules by citizens of the USSR. The tools that were at their disposal were significant and diverse. This made it possible to make the broadcast information interesting for a certain part of the urban population, including young people, among whom the percentage of antisocial behavior was higher than that of other age groups.
