Concept of public administration system development in the field of healthcare of the DPR in the context of digitalization

The article examines the problem of improving the efficiency of healthcare in the Donetsk People’s Republic (“DPR”). The conditions for the integration of the DPR healthcare system into the healthcare system of the Russian Federation are determined. Aspects of digitalization of the DPR healthcare system in the transition period are highlighted. A comparison of innovative technologies in this area used in the Russian Federation and the DPR is carried out. The necessity of digitalization of the healthcare system of the republic is justified. The results of an independent expert survey of the population of the DPR on the level of satisfaction with the provision of medical services in the region are presented. High-priority problems of the healthcare system of the DPR are identified. The concept of the development of the public administration system in the field of healthcare of the DPR in the conditions of digitalization is proposed. Within the framework of the proposed concept, the principles, approaches, and tasks of digitalization are defined. A set of tools is proposed that allows diagnosing the public administration system in the field of healthcare of the DPR at different stages of digitalization. The predicted results of the proposed modernization, contributing to the efficiency of the DPR healthcare and improving the quality of citizens’ lives, are outlined.
