Conception of open systems control is developed to be applicable for organizations. Such organizations are complex systems of artificial origin. The organizations combine people and technologies into one expedient whole. In contrast to the prevailing rigid hierarchical structures, which use superior-subordinate relations, the proposed conception considers organizations as a living organism, which are developing and evolving to more complex and viable systems. Momenta of this evolution are control processes, which are carried out by decision-making personal. The control is considered as a complex systems function, which is directed to ordering and integrity preservation of system and its organization. The essence of "control" notion included the processes of self-organization. Furthermore, the control is indispensable internal property of the system. Necessary condition for development of complex system or organization is decisions making concurrency, which can be reached by knowledge integration that realizes a fundamental system-forming function.
