Conceptualization of ''terror'' and ''terrorism'' phenomena in the context of social and philosophical knowledge

The article describes the main approaches to the definition of 'terror' and terrorism' concepts, which are close, but not identical. The authors emphasize their conceptual difference and demonstrate the possibilities of studying the phenomena. The history of formation and development of terror and terrorism forms is reviewed. It is noted that at first the concepts of 'terror' and terrorism' were not distinguished, and were used as equivalent ones. It is emphasized that the concepts are different: terror is violence used by the government, while terrorism is violence from the opposition, political groups opposed to the government.
