Conceptual bases of formation and management of institutional environment

Relevance of article is determined by the fact that the modernization of the socio-economic system and its innovative transformation as a basic factor suggest aradical change in the conditions of functioning of each organization, focused onthe generation and application of scientific and technological achievments to secure the objectives of its development. The complex of such conditions is the surrounding and internal environment of the organization, which should be allocated to the institutional component, represented by a set of norms and rules of economic activity. To achieve the goals the organization should, at a conceptual level, define the essence of formation and management processes of institutional environment. This will enable you to solve successively applied research problems of external efficiency of institutions and institutional elements of the internal environment, analysis of their impact on the per formance of the managing entity, and the development and implementation of adequate results of the analysis of management decisions to change the institutional environment.
