In given clause questions of reorganization of system of higher education in Russia, radical revision of used techniques of the training based on operative, influence on educational process, meaning introduction of modern pedagogical technologies are considered. The author does a conclusion that in conditions of the Russian reality development of an information civilization has transformed formation into the basic source of political, social industrial and spiritual development, formations of intellectual resources and the human capital.
