The development of a strategy for the development of the organization of the socio-cultural sphere is carried out in stages, which forms the basis of the technological approach. The technological approach describes how, in what sequence and what managerial actions need to be performed when developing a development strategy. The development strategy of the organization of the socio-cultural sphere can be defined as a general plan for achieving one or more goals in the long term in an uncertain situation. When forming a strategy for the development of a socio-cultural institution, many areas should be taken into account: production, personnel, financial, social, innovative, marketing. The modeled development strategy of the institution of the socio-cultural sphere should be focused on the transformation of the organization from the achieved level to a qualitatively new level of development, to ensure the improvement of financial and economic management mechanisms, personnel and potential, as well as the standardization of management mechanisms. The development strategy of a cultural institution should take into account the requests and needs of customers, factors of the internal and external environment. One of the conditions for the implementation of the development strategy is the involvement of social partners in the activities of the organization of the cultural sphere. The strategy of the establishment of the socio-cultural sphere should preserve the accumulated positive experience in providing socio-cultural and leisure services to the population, while introducing innovations that contribute to competitiveness in new economic and social conditions.
