The conceptual approach to development of a unified system of regional human resources management

The article deals with the relevant issue of creating a non-biased, methodologically correct system of regional HR management. It is argued that establishment of the monitoring system as a part of long-term management of candidate pool in the form of united regional base will enhance its economic security in the context of globalization, ensuring strengthening of the geopolitical position of the region.
