Conceptual approach for coping with discounting «oppression»

This article is devoted to the necessity of taking into account ecological factors and the problems of time factor during estimation of ecologic and economic efficiency of the capital investment projects. The authors analyze the existing method of time factor during estimation of the capital investment projects and various analyzing methods and calculation of discounting rates. The authors offer their own approach for time element. This approach implies an accretion technique when calculating time value of cost of ecologically based expenses and the results of the capital investment projects realization.
