Concepts of cultural memory and social practices in Kazakhstan

The goal of the proposed research lies in the analysis of the main concepts of cultural memory of the sovereign of the period, with the identification of the factors influencing its content. History is happening before our eyes, altering pages of relatively recent past as well as quite distant. The contradiction of the situation seems to be in the dialectics of memory, opposing what is already there, resulting in two directions. The memories of the past (of the Soviet past), as the first direction, are unable to come to terms with its transformation. The representatives of the sovereign memory (of the establishment of the sovereign Republic), as the second direction, have only symbols of the sovereign state history, being completely antagonistic to the Soviet past. This apparent contradiction bears bizarre memories of the past - nostalgia for the Soviet time in mnemonic online communities, the development of modern semiotics of the Great Patriotic war in the society, the surge of the Muslim Renaissance in the Eurasian space, the mythologization of national history. Modern scientific investigations on the issue of «cultural memory» are the evidence of the formation of interdisciplinary approaches and methodology of socio-humanitarian works. Theoretic and methodological foundation of the concepts of «collective memory» was laid by M. Halbwachs; those of «cultural memory» - by J. Assmann. In the first case, collective memory is the result of the projection «collective - individual»; in the second case, it is the semiotics of history of the memory. Source database of the study is primarily composed with monographs on methodology and content of government websites of Kazakhstan, namely in their segments of the national heritage. In terms of implementation of government programs, the government of Kazakhstan initiated the creation of issue-related sites. Thus, in modern conditions, the development of the sovereign post-Soviet States, causes the formation of historical memory, putting there the main message and the concept of its content. At the level of the post-Soviet States, we are witnessing the formation of national memory holding sovereign values as the basis of integration within the ethno-state. The appeal to the historical and cultural heritage, on one hand, expands cross-border content of national history; on the other hand, the interpretation of its content captures its relationship to world history. Cultural memory has become state policy, where the development strategy of the Republic, nation-building, ethno-identification processes aimed at the formation of its fill.
