Conflict analysis approaches to preventing external influence on the ethno-religious factor (on the example of the North Caucasus)

One of the priority areas of ethno-confessional policy is the analysis of the causes and conditions of the emergence of ethno-religious conflicts as a threat to the security of the state system of a multi-confessional multinational state. In this article, through structural and functional analysis, as well as methodological approaches based on historiography and comparative analysis, a complex theoretical and practical issue of the emergence of ethno-religious conflicts and their prevention in such a complex region as the North-East Caucasus is considered. The leveling of ethno-religious conflicts is one of the most serious and difficult tasks of the modern system of public administration. The reasons for the emergence of conflicts are disagreements and clashes of interests of various ethnic and religious groups with distinctive value, cultural and other orientations. One of the important conditions for the emergence of ethno-religious conflicts as one of the forms of influence on public policy is the confrontation between the actors of political process. The ideological principles of ultra-right views, national extremism and religious fundamentalism are the key factors of ethnic, interethnic and ethno-religious conflicts. They use spiritual guidelines, cultural and moral values, social, economic and other grounds for manipulating broad social masses. The consequences of conflicts as a rule are destructive political processes, violence, and destruction of the state system and loss of life. The problem of preventing ethno-religious conflicts in the territory of the North-East Caucasus continues to be relevant for a long time. At the same time, in connection with the rapid growth of regionalization and globalization in international relations, a more thorough study of the politicization of the ethno-religious factor and its role in maintaining and strengthening the ethno-cultural values and self-identification of the peoples of the North Caucasus is required.
