The article reveals the importance of the Russian Constitution for the development of the legal system for raising the people's legal culture and for strengthening law and order in our Fatherland. Attention is drawn to the fact that ignoring the requirements of the Constitution affects the legal system, turning it into a source of dangerous formation of immoral behavior of people. Disclosing the basic properties of secure legal system, the article author argues that it cannot be ensured if the laws contain provisions and rules that are opposed to the principles of the Constitution. The conclusion is argued that the Constitution does not need to be changed, but it is necessary to learn to embody all its values in the development of the people's legal culture, in transforming their life into a decent and full-fledged one. Enlightenment, the of the people's legal culture strengthen human beings' faith in the implementation of constitutional prescriptions in real everyday practice. The requirements of the Constitu- tion must be enriched and developed by the adoption of constitutional laws that must fully comply with the principles of the Constitution and strengthen the guarantees of protection and defense of human and civil rights and freedoms. The provisions set forth in the first and second chapters of the Constitution should be recognized as the main guidelines for the development of legislation and the legal system, as the basis of law and order in Russia, and its secure legal system.
