Constitutional and legal nature of vesting local self-government bodies with state powers in land relations: theoretical aspects and law enforcement practice

Introduction: the author considers endowment of the local government with certain state powers in land policy, notes the amendments to the Constitution of the Russian Federation, which prohibited a number of public authority without subventions. The limited disposal of the local government of land plots, the state ownership of which is not delimited, has been revealed. Materials and Methods: the materials of the study were legal acts regulating the mechanism (procedure) of granting individual state powers to the local government, scientific publications, as well as the judicial practice. General scientific and specific scientific methods of scientific cognition were used. Results: the author conducted doctrinal analysis of endowment of the local government with certain state powers, suggested researchers' jurisdictional bodies’ arguments on the topic. Based of the research results the author suggested his position on endowment of the local government with certain state powers in land policy. Discussion and Conclusions: the author substantiates the possibility and expediency of the transferring a part of the state powers of the local government in the management and disposal of land resources, state ownership of which is not delimited.
